Celebrate the summer with half-off pet adoptions starting Monday, July 2 and running until August 31.


Placer County Animal Services is offering half off the cost of adoptions for all animals at both the Placer County animal shelters in Auburn and in Tahoe Vista. ?


"We've seen a bountiful increase in the number of dogs and cats that have come into our shelters this year," says Mike Winters, Animal Services Manager.?

"The summer months are a great time for families to consider adopting a new pet. A new pet could be a great addition to your family and we'd like to make it easier for families to do so!"
Placer County Animal Services is able to offer the half-off adoption promotion due to charitable contributions and the support of A New Hope Animal Foundation. The generosity of the community and of A New Hope to help find homes for more dogs and cats is greatly appreciated. The half-off fee will be $56 for dogs and $46 for cats. As always, the adoption fee is all-inclusive, including the cost of altering, vaccinations, registration, and microchip identification, and all adoptable animals have undergone evaluations for health, behavior and temperament. ?

"There are a wide range of breeds and ages available for adoption and this promotion will help make it easier for families to adopt." Merkel defends concessions in euro crisis

BERLIN (AP) ? German Chancellor Angela Merkel defended concessions made to struggling Spain and Italy at a European Union summit on Friday as she prepared to address lawmakers at home, where media headlines loudly proclaimed her political defeat.

Merkel had been opposed to some of the measures that she and the other 16 leaders of the euro countries agreed on Friday. They include allowing Europe's bailout fund to give money directly to a country's banks, without imposing strict austerity conditions on the government.

She insisted her tough-love approach was intact, but German papers on Friday were damning, reading "Merkel buckles" and "Merkel's defeat."

Heading in to the Thursday-Friday summit in Brussels, Merkel had appeared in a thoroughly uncompromising mood ?insisting on the importance of getting budgets in order and improving eurozone strugglers' competitiveness while brushing aside talk of shared debt liability in Europe.

But in a victory for Spain and Italy, she agreed that funds set up to bail out indebted governments will be allowed to funnel money directly to stressed banks ? once an "effective single supervisory mechanism" for banks is set up.

Merkel said that was a "medium-term" prospect, while EU President Herman Van Rompuy stressed that all involved will work speedily to have a draft of the necessary legal and institutional framework for a centralized banking authority by year's end.

Leaders also agreed that countries that pledge to implement reforms and budget policies demanded by the EU's executive Commission could tap rescue funds without having to go through the tough austerity measures that Greece, Ireland and Portugal were forced to accept in return for their bailout cash. That could make seeking outside help more politically palatable to governments such as Italy's, but also leaves Merkel open to accusations of watering down her insistence that aid must come with strings attached.

Merkel made a "180-degree turn," tweeted Carsten Schneider, a prominent lawmaker with Germany's opposition Social Democrats, demanding an explanation.

"Italy pushed through cash without conditions ? that will set the tone for all," he wrote.

But Merkel insisted in Brussels that "we remain completely within our approach so far: help, trade-off, conditionality and control, and so I think we have done something important, but we have remained true to our philosophy of no help without a trade-off."

And she was at pains to stress that there still wouldn't be money with no strings attached, insisting that countries would still be obliged to comply in a given time frame with recommendations for their economies set out by the European Commission.

"The discussion has been going a bit as though there were no conditionality any more ... that's not the case," she told reporters before leaving Brussels.

Markets cheered the agreement, with the DAX up 3.6 percent in afternoon trading in Frankfurt, Spain's Ibex up 4.7 percent and Italy's FTSE-MIB up a stunning 5.3 percent. The euro up 2 percent at $1.2680.

Crucially, borrowing rates for Spain and Italy dropped sharply. The benchmark rate on Spain's 10-year bond dropped 0.45 percentage points to 6.45 percent. Italy's fell 0.22 percentage points to 5.87 percent.

Merkel was to address Parliament in Berlin later Friday ahead of previously planned votes on approving her cherished European budget-discipline fund, the so-called fiscal compact, and the eurozone's future ?500 billion ($623 billion) permanent rescue fund, the European Stability Mechanism. Parliament won't be voting on the decisions made at the summit.

Merkel faced skepticism at home, where her hard-nosed approach to crisis management has been popular.

Under the headline "Merkel buckles," the Bild newspaper argued that the summit decisions "mark a turning point in crisis policy" and said that "Merkel gave up her hard position." The top-selling daily paper has been a cheerleader for a tough approach.

Leading news website Spiegel Online headlined its story on the summit: "The night in which Merkel lost," while Die Welt newspaper wrote of "Merkel's defeat in a historic night."

In the Netherlands ? which has backed Merkel's tough line and holds elections in September ? caretaker Prime Minister Mark Rutte was blasted by euroskeptic Geert Wilders, who brought down Rutte's minority coalition earlier this year when he refused to support an austerity package designed to cut the Dutch budget deficit.

"Rutte slavishly on his knees for the Italian and Spanish mafia: Billions of euros of direct support from the ESM for their banks possibly after all," Wilders tweeted.

Still, Carsten Brzeski, an economist at ING in Brussels, questioned whether Italy had in fact followed up its victory over Germany in football's European Championship on Thursday night with a victory at the summit. He noted that moves such as recapitalizing banks directly are still subject to some conditions and there was no immediate decision to help out Italy.

"The only real concrete decision taken ... is the start of a single bank supervision," he said. "In the end, the German principle of conditional integration is still intact."

"Short-term relief for Spain and Italy, however, remains very cryptic and limited," Brzeski said.

Analysts also noted that the amount of money available in the rescue fund, or ESM, is dwarfed by the amount of debt across the continent. Italy alone has outstanding debt of ?2.4 trillion.

European leaders also agreed at the summit that bonds purchased by the rescue fund for Spain's bailout will no longer enjoy preferential treatment to other bondholders in case of a default.

Previously, they looked set to enjoy "senior" status, which had the unintended consequence of scaring private investors away. Merkel insisted that was a one-time move that won't affect future moves by the ESM.

And she made clear that her opposition to moving soon to jointly issued eurobonds remains unchanged. Experts say eurobonds would help weaker countries like Spain by spreading their debt risk across multiple countries.

But Germany worries about being exposed to that new debt and says eurobonds would remove pressure on weaker countries to reform their economies by cutting red tape, fighting tax evasion and lower business costs.

Leaders delayed their discussion of such long-term issues until October.

Van Rompuy and other senior EU officials had laid out a vision for the future make-up of the eurozone in a sweeping document presented before the summit. It includes share debt and giving up national powers over budgets to a central authority.

Merkel has been a leading advocate of much deeper European integration as a response to the crisis ? though she has insisted that debt-sharing can come only at the end of that process.

Summer reading and family dysfunction | Complex Mom

The catalogs and magazines are piling up around here as I have had my nose stuck in a few good books of late and haven?t been able to even take them out of their packages.

I?ve decided that, instead of doing a book list, I?ll just share what I?ve read with you and tell you if I liked it or not.

Most recently I read Some Assembly Required:? A Journal of My Son?s First Son by Anne Lamott.

Lamott is one of my favorite authors because she is totally damaged from a horrible childhood and shares her experiences in a tastefully entertaining way.

This book is no exception.? She handles the fact that her son got his girlfriend pregnant at the tender age of 20 with complete grace and fortitude.? And without judgment.? Which, to me, is miraculous.

In the course of journaling about her unexpected grandson?s first year of life, she offers reflective snippets of her own experience as a single mother.

There are so many things I did right as a parent:? times we spent playing and building with Legos and blocks on the floor;? all those card games at the kitchen table;? creating a relatively low-stress home, without a man with whom to quibble about arrangements, money and whether we were having enough sex.

And the way describes loving a grandchild is so touching and sweet.? She becomes obsessed with spending time with him, but she also learns when to back away and leave her son and his girlfriend alone.

This family business can be so stressful?difficult, damaged people showing up to spend time with other difficult, damaged people, time that might be better used elsewhere?yet out of that some accidental closeness, laughter, some pieced-together joy.

Sometime when we read accounts of familial dysfunction, it becomes uncomfortable and awkward.? But this book is not like that at all.? Lamott strikes the perfect balance between telling us as much as we want to know without making us feel like creepy voyeurs.

The whole way through the book I wanted the big question answered, ?So, did the girlfriend and her son stay together through that first year??

I won?t spoil it for you, but that question is definitely the one that keeps you turning the pages quickly; it is also the question that prompted me to finish this delicious piece of memoir in one day flat.

World's 1st Private Deep-Space Telescope to Hunt Dangerous Asteroids

The hunt is on. A group of scientists has banded together to build the world?s first privately funded deep-space telescope, to hunt for asteroids that could pose a major threat to Earth.

The private space telescope forms the heart of Project Sentinel, a deep-space mission being unveiled today (June 28) in Mountain View, Calif., by the B612 Foundation, a nonprofit group of scientists and explorers that has long advocated the exploration of asteroids and better space rock monitoring.

Project Sentinel involves the development of a super-snooper telescope that would be placed in orbit around the sun. The goal, foundation officials say, is to create the first comprehensive dynamic map of our inner solar system.

That map would yield a lively look at the present and future locations and trajectories of near-Earth asteroids, paving the way to protecting the Earth from future impacts and opening the solar system to future exploration. [Sentinel Space Telescope's Asteroid Mission (Pictures)]??

Ed Lu is B612 chairman and CEO, a former NASA astronaut who has flown on the space shuttle and Russia's Soyuz capsule and lived aboard the International Space Station.

"The reason we?re doing this is because we can!"Lu told SPACE.com

Private organizations can now carry out awe-inspiring and audacious projects that previously only governments could accomplish, Lu said.

"So it isn?t crazy to think of a large telescope being funded privately. In fact, historically, that has been the way large, private telescopes here on Earth have been funded. The exception here is that rather than being on the Earth, this one is orbiting the sun," Lu said.

A lot of work has gone into shaping Project Sentinel over the last year, Lu said. Akin to the architectural plans for a building, he said, a preliminary spacecraft and mission design is complete.

"This isn?t a viewgraph," Lu added."What we?ve built is the best technical team on this planet."

A firm fixed-price proposal to carry out Project Sentinel has been submitted by Ball Aerospace of Boulder, Colo., enabled in part by early infrared-detector work funded by B612.

No stranger to big space scopes, Ball Aerospace is the technical sparkplug behind such NASA-sponsored spacecraft as theplanet-hunting Kepler mission and the infrared Spitzer Space Telescope.

Under a NASA Space Act Agreement signed with B612, the space agency will provide Deep Space Network communications and tracking as well as technical support.

Hunting asteroids for all mankind

Project Sentinel would complete its near-Earth object (NEO) survey work in 5.5 years.

"The line in the sand is for the spacecraft to find 90 percent of near-Earth objects larger than 140 meters [459 feet] in size. That translates into approximately a 100-megaton explosion should one hit the Earth," Lu said. "If we go as long as we think we?re going to go, we?re also going to find the vast majority of Tunguskas, too." [7 Strangest Asteroids in the Solar System]

The Tunguska River in remote Siberia was the site directly under a huge explosion in 1908, an air burst of a large meteoroid or comet fragment estimated to have flattened more than 80 million trees over 830 square miles (2,150 square kilometers).

According to B612, only about 10,000 of the more than half million asteroids ?larger than the 1908 Tunguska asteroidwhose orbits cross Earth?s orbit have been discovered and tracked.

Project Sentinel would find and road-map Earth-bound asteroids with sufficient warning time ? years to decades ? to enable deflection missions.

This all adds up to an awe-inspiring project for the global good, the B612 NEO team said.

Space telescope price tag

What?s the cost to build the Project Sentinel telescope?

"We can?t disclose the final price, but I can give you a ballpark of a few hundred million dollars. Which is, I think, a factor of several less than what NASA could do this for," Lu said.

To foot the bill for Project Sentinel, a worldwide fundraising campaign is being implemented, including outreach to citizens around the globe.

"Our constituency is everybody," said B612 spokeswoman Diane Murphy.

"If you think about it, what we are is a small capital campaign," Lu said. "At any given time in the United States, there?s probably a hundred fundraising campaigns larger than this ? for symphony halls, museums, performing arts centers."

Data pipeline set

As now forecast, Project Sentinel would be launched in 2016 aboard a SpaceX Falcon 9 rocket, Lu said. The spacecraft operations center is to be based at the Laboratory for Atmospheric and Space Physics (LASP) at the University of Colorado, Boulder.

Project Sentinel would require a gravity slingshot off Venus to enter solar orbit. Data relay would be carried out through the NASA Deep Space Network. Data analysis ? identification of NEO threats ? is to be handled through an existing data pipeline at the Minor Planet Center in Cambridge, Mass., and the NASA Jet Propulsion Laboratory in Pasadena, Calif.

"When you stand back from this, ? this is like the whole issue of mapping the U.S, and almost everything else that precedes real development and exploration," said former astronaut Rusty Schweickart, B612 chairman emeritus, who was the lunar module pilot on the Apollo 9 mission.

"The meta-view of what we?re doing ? is mapping the Earth, sun, the inner solar system ? the Earth Territory, if you will," Schweickart said. That, he said, would pave the way toward protecting the Earth from impacts and opening the solar system to exploration. ??

Legacy space systems

"An exciting aspect of Ball?s role on Sentinel is leveraging sophisticated technology developed under the Deep Impact, Spitzer, and Kepler missions for the B612 Foundation," said John Troeltzsch, the company?s Sentinel Program manager.

Troeltzsch told SPACE.com the aerospace firm will reuse deep-space elements the company helped pioneer. For the privately funded mission, that could include the science-downlink technology flown on Kepler and the cryogenic thermal-isolation system from the Spitzer Space Telescope.

The Sentinel ground system will build on the system in daily use by the Kepler mission, which is supplied to Ball by the LASP at Colorado-Boulder.

"Ball has been working on the mission concept for a NEO survey mission like Sentinel since 2005. This has allowed us to refine and iterate the design to a state of maturity that supports a commercial offering to B612," Troeltzsch said. "Although there are challenges in front of us, like the development of the focal plane detectors, the overall system is based on proven, high-heritage systems."

Troeltzsch said it?s not every day you can have fun working on a powerful space telescope and help protect the planet at the same time.

?Sooner or later one of the NEOs that Sentinel will discover will end up on a collision course with the Earth. I am sure that my kids and grandkids will appreciate the foresight B612 has shown in sponsoring this mission to help protect us all,? Troeltzsch concluded.

How RIM Splitting Would Affect The Mobile Industry - Business Insider

Over the weekend, an anonymously sourced story in The Sunday Times suggested that Research In Motion is considering selling its handset business, possibly to Facebook or Amazon, and licensing its enterprise messaging technology.

It might also consider accepting an equity investment from Microsoft or another large technology company.

The report comes after RIM's announcement on May 29 that it had hired bankers JP Morgan and RBC to evaluate alternatives,? "including opportunities to leverage the BlackBerry platform through partnerships, licensing opportunities and strategic business model alternatives."

RIM's handset business fell off a cliff last quarter, as it sold less than 10 million phones -- its lowest number since the third quarter of 2009. (See chart 1.)

More important, its drop in market share, from 21% in Q3 2009 to only 7% in the most recent quarter, (chart 2) will make a recovery difficult, as developers turn their attention to growing platforms like iOS and Android. A planned technology break, the long-awaited BlackBerry 10 operating system, makes developers even more hesitant to build for the current platform. Developers strongly favor iOS and Android, and are even turning to Microsoft's Windows Phone over BlackBerry for new projects, despite that platform's lack of market share traction. (Chart 3.)

So there's no question that RIM needs help, fast.

What would a RIM split-up look like, and how would it affect the mobile market?

Here's a rundown of several options:

  • Amazon buys RIM's handset business. We first heard last summer that Amazon was thinking about making a smartphone to follow the Kindle Fire, and subsequent reports suggest that Amazon is moving forward with the plan. Unlike Apple and other handset vendors, Amazon's business strategy would not be based on selling phones at a markup, but instead would tie into mobile commerce: Amazon has a huge store of information about customers' buying habits, as well as millions of credit card numbers, and could use this information to roll out a competitive mobile commerce solution consisting of phones, a POS system (perhaps by acquiring Square?), and mobile daily deals (partly through its investment in Living Social). It would also leverage the mobile content and information services it's already built for the Kindle and Kindle Fire. And that's the problem: Amazon already has a set of services and mobile software built for its own fork of Android. Buying RIM would complicate matters by adding a new platform -- BlackBerry 10, based on QNX -- and would not fit into Amazon's business model of selling low-cost hardware as a way to pull through services. It seems much more likely that Amazon will work with Asian manufacturers to develop its own? inexpensive smartphone hardware.?
  • Facebook buys RIM's handset business. Facebook's mobile strategy has restarted several times, but the company now seems set on building its own mobile software platform, and at least designing (if not manufacturing) its own hardware. Facebook needs to earn more money from mobile users, and depending on Apple and the Android ecosystem is risky, as it leaves Facebook's mobile strategy subject to the technology changes and business considerations of competitors. Buying RIM's handset business would immediately make Facebook a serious player in smartphones -- Facebook would effectively be buying hardware design expertise, supply chain and manufacturing relationships, a network of software developers, and a big existing customer base. Building these assets alone would take years. That said, integrating the business could be a major distraction that a relatively small company like Facebook cannot afford, especially as it struggles with a recent slowdown in revenue growth.
  • Microsoft invests to gain leverage over RIM's enterprise business.?Microsoft already has a smartphone platform, Windows Phone 8, and a deep relationship with a hardware maker, Nokia. However, RIM's core strength is in the enterprise, providing a level of security for mobile email that many big companies and government agencies demand. By investing in RIM, Microsoft would gain leverage over this enterprise business, and could use it to help boost Exchange Server (Microsoft's $2 billion-per-year email server business) over already waning competitors like Novell and IBM, which RIM also supports today. Microsoft could also use this investment to give Windows Phones the same kind of secure messaging support that RIM currently reserves for BlackBerry phones, which would help them penetrate large enterprises and government agencies. Microsoft could also ensure that BlackBerry 10 is integrated with Microsoft services like Skype or Xbox Music, although this would be a secondary consideration.?
  • What about a three-way tie up with Microsoft AND Facebook? This is an intriguing possibility: Microsoft could invest in or buy RIM's enterprise business, then use its relationship with Facebook (in which Microsoft owns a small stake) to help broker a deal for RIM's handset business. We've also heard that Microsoft wants Facebook to choose Windows Phone as its mobile platform, so it's possible that a three-way deal would have some tie in with Windows Phone 8, too.
  • RIM licenses its secure messaging technology broadly. The big winners here would be Google and Apple. Apple and Android smartphones are already finding their way into enterprises through end-users (a phenomenon known as BYOD, or "bring your own device") and IT departments are being forced to figure out how to manage them. If RIM licensed its secure messaging technology so Apple and Google (or its Android partners) could offer the same level of security that RIM offers to BlackBerry devices, the BYOD invasion could become a rout. Google could particularly benefit, as it already has a suite of enterprise apps; adding military-grade mobile security to Gmail would be a huge selling point.

There could also be some wild-card scenarios, like a possible Microsoft acquisition of Nokia in conjunction with an investment in RIM, or RIM pursuing a much more aggressive patent-licensing strategy.

However it ends up, despite RIM's current problems, the company has been shipping around 40 million smartphones per year and still has a sizable percentage of the handset market. Putting that business up for sale would change the dynamics of the mobile industry.

Pixar?s first heroine has been greatly anticipated for a long time, and she has finally arrived in ?Brave??a heartwarming, fable-like tale about courage and pride.

Sassy and as bold as her bright red hair, Scottish princess Merida (voiced by Kelly Macdonald) loves adventure, archery, and freedom. When she is told by her parents, Queen Elinor (Emma Thompson) and King Fergus (Billy Connolly), that she will soon be married off to a son of one of the kingdom?s lords, Merida storms out of the castle and attempts to search for her own fate.

Marriage is the last thing on Merida?s mind, even though her mother has been training her to be queen her entire life.

Things start getting interesting when she crosses paths with a suspicious old woodcarver who claims she can help Merida get her wish that her mother ?will change.?

?Brave? directors Mark Andrews and Brenda Chapman creatively insert plot twists that are sure to entertain and surprise the audience. This storyline is tightly wrapped around the mother-daughter relationship of Merida and the queen, sharing a few reminiscent qualities with ?Tangled.?

The stunning animations done by Pixar studios beautifully portray Scotland?s terrain and bring its people and history to life.

Merida is an immensely fierce and strong character. Her character is complex enough to be appreciated by an older audience but stubborn enough to appeal to younger audience members, who may likely relate to her ?That?s so unfair!? arguments with her mother.

Macdonald provides the perfect accent and energy as Merida?s voice. The entire vocal ensemble is very fitting, including Thompson as the mother struggling to break through the communication barrier between her and her daughter, and Connolly playing the easy-going parent.

Merida?s three younger, mischievous brothers don?t share much of a vocal presence, but their little gags and tricks provide great laughs from beginning to end.

The Scottish authenticity of the animations is breathtaking, and even the cultural jokes are done tastefully. The strong sense of community among the characters and their connection to their Scottish roots is very prominent.

One thing that really stands out about ?Brave? is the musical score written by Patrick Doyle. He captures the essence of Scottish heritage music and still keeps it fresh for modern-day audiences.

A host of excellent qualities can be found in ?Brave??the action, the humor, the characters, the story, and the morality. This fantastic animated picture moves at a quick and steady pace, and it nails the humor without sacrificing the emotion and lessons about pride and family.

?Brave? can easily outshine any other animation feature for originality and heart, but may seem slightly underwhelming only when measured by the audience?s expectations of Pixar and alongside previous classics such as ?Toy Story? and ?Ratatouille.?

'Anger' actress: I don't think about Sheen's past

Charlie Sheen doesn't exactly have the reputation as an actor who's easy to work with. Given his recent history of badmouthing just about everyone related to his former sitcom "Two and a Half Men," it's fair to wonder how the self-proclaimed "rock star from Mars" so quickly rounded up a cast for his ?comeback? show,? ?Anger Management.? Sure, the money and (dubious) notoriety that come with working alongside Sheen certainly help, but some close to him?have chosen to insulate themselves from the harsh realities of Sheen?s not-so-distant past.

?Honestly, I?d heard a little bit of what had happened during that big whole rant, but I?m not big on, like, TMZ or anything, so I didn?t read too much into it,? said Daniela Bobadilla, who plays Sheen?s 15-year-old daughter, Sam Goodson. ?As a person, he?s just the most caring, and he?s extremely grateful for anyone and anything around him.?

Though you may not recognize her name, Bobadilla isn?t exactly a newcomer to the small screen. She played Emma on NBC?s just-canceled ?Awake,? and guest starred on ?Desperate Housewives? this year before the series ended.

The doe-eyed 19-year-old?s character has her work cut out for her on ?Anger Management.? ?High-schooler Sam has the task of keeping her anger-prone, superficial father (Sheen) on the straight and narrow. While Bobadilla hasn?t a qualm in the world about working with the infamous actor, ignoring his past requires some clever phrasing and unique thinking.

Asked whether Sheen?s past behavior taints the show, Bobadilla demurred, then responded, ?Depends what you focus on."

But for her it?s not Sheen?s past but his imminent retirement that?s most upsetting. ?Charlie?s just so good I got really sad when he told me that (he?s retiring after ?Anger Management?). I asked him one day on set, ?Are you sure?? He?s like, ?Yeah. You can watch my earlier stuff. I?ve done it for a while.? So many people love him. I mean, I?m going to be sad. Really sad.?

Perhaps this sadness stems from an apparently reinvented Sheen who has crafted a kinder image of himself during this final, redemptive hurrah, showing a sweet disposition toward Bobadilla ever since her first audition for the show.

After the audition, ?Charlie started singing one of the songs that I had done in a musical theater production, and it totally freaked me out,? Bobadilla recounted. ?I was like, ?Uh ...,? and he?s like, ?Yup, I YouTubed you!? ?

Run a YouTube search for Sheen, however, and it?s clear that he doesn?t lead as bright and smiley of a life as his co-star. It's difficult to see the Sheen that Bobadilla so fondly describes. His frustration with ?Two and a Half Men? still lingers, and he maintains a bitterness toward the TV industry that was made evident in his recent interview with The New York Times.

?I watch those yahoos (at "Two and a Half Men") struggle over garbage, and it was still garbage and insisting that they?d done their best, and they hadn?t," he fumed to the paper. "They got lazy. And they got other shows going and abandoned us. Whatever.?

While Sheen works his way through his multitude of recent missteps and the relationships they've destroyed, in Bobadilla's glimmering eyes, the sun is brightly shining and everything is swell for her co-star and "Anger Management."

"I have to see him as the person he hopefully is," she said. "He?s back, he?s OK, he?s trying to make things right!?

Whether it's true is beside the point.

"Anger Management" premieres June 28 at 9 p.m. on FX.
